Well. the firewall block gives you a slow start now and I was wondering if stopping it from phoning home via the host file might be a workaround.
Yeah, this version takes much longer to open here too and I also block CCleaner and its emergency updater with my firewall.
Are you blocking it via the windows firewall and using the latest version? As I said, if you don't block it, you won't notice a slowdown. Also, it will fast start too if you're disconnected from your network.
Same here. I block it with my ESET firewall. If I unblock it, it will load fast. If I have it blocked, slow to load. I am still keeping it blocked however.
Perhaps it's trying to do some telemetry and is hanging to find a connection that's why it's slow when blocked.
No, I don't block it and using the latest version portable. Actually I can confirm, as soon as I block CCleaner with my firewall, it takes about 10 seconds to open the GUI.

FYI FWIW: These got logged for ccleaner64.exe portable free in setting up GlassWire on a WIn10 Pro 1909 system: The exe is now blocked, of course.
Blocking the exe via windows firewall was not enough in my case. If you run LiveTCPUdpWatch from Nirsoft and then launch CCleaner portable, you will see it is still calling home. To completely block it and return to a fast start-up, I removed the block from the FW and moved to various entries in my hosts file. I was told that Windows Firewall cannot work properly with software that can direct traffic from Windows Firewall to their own filtering modules. I assume this capability has been recently included in ccleaner.
LiveTCPUdpWatch's sent and received packets columns are blank. (Firefox and QuiteRSS etc. post the data, so the app is working as expected.) NirSoft's NetworkTrafficView captures nada. GlassWire's ccleaner.exe blocking is working A-OK for me. I run NirSoft's CurrPorts full time; I would have noticed ccleaner.exe phoning home a long time ago. This screen shot shows the generic logging. I clean it up with a few filters related to just-browsing. A simple click brings it forward should I need to examine the other columns. Cheers.
I just use Emsisoft Anti Malware's network lockdown button. Click the button to off.. open ccleaner and do a clean.. turn network button back on. Makes it simple for me.
