Did this ^ and I don't see a thumbnail image of the web page. In fact, I see no difference between (default) disabled and enabled.
After setting of chrome://flags/#tab-hover-cards and chrome://flags/#tab-hover-card-images to Enabled it should look like this (the thumbnail is not displayed for the currently active tab):
