The Joint Artificial Intelligence Center inked a $106 million contract with Deloitte Consulting to build out its Joint Common Foundation (JCF) AI development platform, which the center hopes will eventually bring a platform-as-a-service type capability to the Department of Defense.

The JCF is a cloud-enabled environment that has been developed in conjunction with the Air Force’s Platform One team for use across the DOD’s AI and machine learning initiatives.
Deloitte Consulting was selected by the JAIC, in partnership with the Defense Information Systems Agency, to “provide, operate, maintain, secure and enhance” the platform, according to the JAIC.

“This will allow us to quickly accelerate AI/Ml development across the DOD,” Col. Sang Han, chief of infrastructure and platform for the JCF, said in an interview.

‘Democratizing’ AI for DOD
The JCF is designed to be on unclassified and classified networks and provide users across the department an environment work with DOD data.
JEDI-ready
The system will be “interoperable and JEDI-ready” once the DOD finally gets its Joint Enterprise Defense Infrastructure cloud system, which is currently tied up in legal challenges, into operation.

‘JAIC 2.0’ moves away from building products to focus on DOD-wide AI transformation

The Joint Artificial Intelligence Center is entering a new phase of its existence, moving away from building products to instead position itself as the Department of Defense‘s AI transformation hub.

It is a part of a new “JAIC 2.0,” as Lt. Gen. Michael Groen, the JAIC’s newly minted director, described it during a Center for Strategic and International Studies event Friday.

The JAIC will help the DOD and its many branches and components get “AI-ready,” Groen said. “We will continue to do products … but we really want to create a tide that raises all boats.”

The JCF will be a DOD-wide data environment that the JAIC hopes any service, branch, unit or individual will be able to use to work with DOD data and write code for AI systems.

“In JAIC 2.0, we are putting the gas pedal a little closer to the floor,” Groen said of its work on the JCF.

JAIC Director Explains DoD’s AI Vision

Marine Corp. Lt. Gen. Michael Groen, the recently installed director of the Defense Department’s (DoD) Joint Artificial Intelligence Center (JAIC), explained his vision for JAIC 2.0 in an address to reporters on Nov. 24, and what people should know about DoD’s AI aims going forward.

Groen said that JAIC 2.0, at its core, is an effort to accelerate the adoption of AI across every aspect of the agency’s warfighting and business operations.

“While the JAIC will continue to develop AI solutions, we’re working in parallel to enable a broad range of customers across the department,” Groen said. “We can’t achieve scale without having a broader range of participants in the integration of AI.”
In terms of the AI vision for the department going forward, Groen said he wants the department to help people “visualize what AI means across the department and what an AI use case looks like.”

JAIC chief wants AI progress to be ‘slow and incremental’

The Department of Defense’s Joint Artificial Intelligence Center is looking to field AI across the military slowly, so products can be broadly usable across combatant commands, the center’s director said Friday.

That mindset appears to be different from some innovative upstart organizations within the government that have emphasized the private-sector mentality of speed and agility in finding solutions to pressing challenges. Growth for the center’s AI tools will come from solutions to common challenges that senior leaders across the military face, JAIC Director Lt. Gen. Michael Groen said during the Billington Cybersecurity Summit.

The goal of working slowly is to build both quality products and trust among leaders that will form the core of the JAIC’s customer base.

“We will actually start to build a library, an App Store if you will,” Groen said.
The technology behind that library is the Joint Common Foundation, a tech development stack the JAIC is building with contractors as the central repository for code, data and products.

The JAIC has been through two major strategy evolutions. It first stood up as a product-focused office, building AI tools tailor-made for specific problem sets. Then, when Groen took over the JAIC in October 2020, he soon declared a “JAIC 2.0” strategy that turned the center into an AI “enabling” force, working throughout the DOD to find ways to field AI by coordinating with other tech-focused offices.

The latest program to help the DOD field AI tools came with the deputy secretary of defense’s launch of the AI and Data Initiative (ADA), which is sending AI and data experts to combatant commands to identify technical gaps and areas were AI can help.
Groen added that as the JAIC builds its AI tools, its work is rooted in a foundation of ethical principles.
