Windows XP SP2 and Event ID 4226

I get this error and Shareazza (sp?) closes. Turns out that I'm exceeding WinXP's TCP/IP connection limit.

EventID 4226: TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts

I've tried D/L: EvID4226Patch223d-en.zip EventID 4226 Patcher Version 2.23d (english)

When I try to open this file it claims it corrupt. WinRAR tries to fix it, but to no avail.

Has anyone solved the 4226 issue, and if so, how??

Seems that an ol' friend accomplishes the same task (opening up TCP/IP connections) XP AntiSpy.
