Windows 7 ultimate, blocking Control Panel *only* for standard user

    Hi,

    I seem unable to block the control panel in such a way that a restricted user cannot open it, but that I would still be able to access it by running it via the command line as an admin. Here is what I did:

    1. Prohibit access to Control Panel via the Group Policy Editor
    2. Open CMD and try to access the panel through runas /user:computer\admin control.exe

    I input the admin password and yet I still get a message telling me that access is denied.

    Any idea how to solve this?
