windows 7 firewall ?

is there a way to fix win 7 firewall,
it won't start and i can't find firewall in "Services" so i can start it from there, but it isn't there,
what to do ? plz help.

 

firewall service "MpsSvc" is not present?
i guess that service "BFE" is also not active!?
best way - reinstall windows from scratch - something went completely wrong.
