Wall Street Journal sources say the White House is talking to Intel and TSMC about setting up US chip factories. While Intel already has a US presence, its discussions revolve creating a foundry that other companies could use for their products — its American plans typically focus on making in-house designs. TSMC’s business already revolves around chipmaking for other companies.

The US leans heavily on Taiwan (TSMC’s home) for hardware, for example, and a conflict or natural disaster on the island nation could cripple the US tech sector. Domestic chip production could also improve security for military projects by reducing opportunities for espionage.

A TSMC spokesperson told the WSJ the company was “actively evaluating” plants in other countries, including the US, but that there was “no concrete plan.” The Department of Defense, meanwhile, didn’t directly confirm or deny the report but said chips were “certainly” a key part of the military’s supply chain concerns.

This wouldn’t solve every issue. Companies set up shop in Asia in part due to closeness with suppliers for components and raw resources — Intel and TSMC could build US plants, but they’d still rely on some imports. They would have to find alternatives (if possible) in case typical sources are no longer available.

Nonetheless, this could be a win for the US if it can keep producing CPUs and graphics chipsets when there’s trouble overseas.

Taiwan Semiconductor Manufacturing Company’s (TSMC) board approved the creation of a US subsidiary with $3.5 billion in capital, as the company continues its push to increase its presence in the country.

The subsidiary, which will be wholly owned by TSMC, will be set-up in Arizona – a state where the company plans to begin the build of a $12 billion semiconductor factory next year.
Aside from its forthcoming industrial plant, it has production facilities in Washington and design centres in Texas and California.

Its Arizona plant was announced in May at a time when US authorities were pushing for more domestic manufacturing of chips to reduce reliance on local companies sourcing electronics components from China. TSMC plans to begin production from the factory in 2024.

Phoenix okays development deal with TSMC for $12 billion chip factory

City officials in Phoenix, Arizona on Wednesday unanimously voted to authorize a development agreement with chipmaker Taiwan Semiconductor Manufacturing Co that would provide $205 million in city funds for infrastructure such as roads and water improvements for a planned $12 billion semiconductor factory in the city.

The Phoenix City Council voted to allow the city to enter the agreement by a vote of 9-0. Ahead of the vote, Phoenix Mayor Kate Gallego called the agreement “a great success across so many levels of government in helping Arizona become a leader in advanced manufacturing.”
Under the agreement, TSMC will build a new factory and create 1,900 new full-time jobs to be phased in over a five-year period. Construction would start in early 2021, with factory production expected in 2024.

Apple chip supplier TSMC plans to build another fabrication plant in Arizona alongside the $12 billion factory it has already committed to in Phoenix, reports The Wall Street Journal.

The second plant will be located north of Phoenix and investment is expected to be roughly similar to the $12 billion the company committed to in 2020, according to people familiar with the plans who spoke to WSJ.

The original plant was originally expected to exclusively mass-produce 5nm chips, but it is now gearing up to also produce more advanced 4nm chips with larger capacity at the facility, according to WSJ's sources. The plant is expected to start mass production in 2024.

Meanwhile, the second plant is expected to manufacture cutting edge next-generation 3nm chips, a process that Apple is rumored to be moving its custom silicon to starting with the M2 Pro or M3 chip. Both Apple's M3 chip for Macs and A17 chip for iPhone 15 Pro models are expected to be manufactured based on TSMC's enhanced 3nm process.

In a nutshell: Apple is reportedly set to lessen its reliance on Asia for its chips, turning to the US and Europe instead. CEO Tim Cook said Cupertino has already decided to start purchasing from TSMC's plant in Arizona, which is set to come online sometime in 2024.

Bloomberg reports that Cook made his remarks during an internal meeting in Germany with local engineering and retail employees as part of a recent tour of Europe. "We've already made a decision to be buying out of a plant in Arizona, and this plant in Arizona starts up in '24, so we've got about two years ahead of us on that one, maybe a little less," Cook said. "And in Europe, I'm sure that we will also source from Europe as those plans become more apparent."

During a press conference in Taipei, Chang said “three-nanometer, TSMC right now has a plan, but it has not been completely finalized,” Reuters reports. “It has almost been finalized—in the same Arizona site, phase two. Five-nanometer is phase one, 3-nanometer is phase two.”

On its website, TSMC says its 3-nanometer tech, called N3, will be a full node stride from its 5-nanometer technology, and offer up to 70% logic density gain, up to 15% speed improvement at the same power and up to 30% power reduction at the same speed when compared to its predecessor. It is targeting volume technology in the second half of this year.

After many rumors, unofficial confirmations and high-level interviews, the much awaited announcement has finally become official. TSMC's Arizona site is growing, nay it's swelling, brimming with jobs and billions of dollars of investments.

TSMC says its new venture will represent the largest foreign direct investment in Arizona history, and one of the largest foreign direct investments in US history. The company will spend $40 billion overall, building not just one but two different fabs with an already scheduled production (starting from 2026) of 3nm-based chips in the second fab.

The first Arizona fab is expected to come online in 2024, making chips with TSMC's N5 family of manufacturing processes – N5, N5P, N4, N4P, and N4X. Its production capacity will be 240,000 wafers per year.
