Well, you know what they say about hoarding: use it or lose it. As far as "blame" goes, one should level the playing field before assigning blame. The end-users affected were victims of this global crime, only guilty of commonplace negligence perhaps, which was also exploited along with their vulnerable systems.
Yep but it is obvious that they will keep it for them. If it was a flaw in a particular software only used by the US agencies, im sure they will report it to the devs. However Windows is international.
