    Take control - hardly. I refuse to believe DoD admins are so inept to allow glaring misconfigs. Well, that was until I read this, from the PDF -
    Disrupt - yes. There is no efficient defense against certain simple attack techniques. Just look at "Table 6: Examples of Types of Cyber Attacks" . But -
    that would really depend on where the given system is being scanned from. Testers could have had a very-near access (say from a LAN), but this is not specified.
    There is merit in what they say, but these articles tend to generalize things a bit too much which is to be expected as they do need their hits.
