The Ugandan government has implemented a law forcing mobile users to pay taxes to use mobile money and social media apps like Facebook, Twitter, Instagram, WhatsApp, and Skype.

As of July 1, people in Uganda have to pay 200 Ugandan shillings (about 5 cents in USD) a day if they want to use social media or pay using mobile money.

“When I woke up, I was surprised that I had not received any messages on my Whatsapp or messenger. I could not login to my Twitter account either,” one Uganda resident posted on Facebook, according to Ugandan news outlet the Daily Monitor.

Users can pay the tax using mobile money. Ugandan telecom providers sent out a statement instructing users how to pay with mobile money using their services—because of course, it’s not easy to pay for something using a payment service that you have to pay a tax on in order to use.

Uganda government sued over social media tax

A Uganda tech company has filed a lawsuit against the government over a new social media tax, which went into effect Sunday.

In the lawsuit, Uganda's government is accused of breaching the principles of Net neutrality and the petitioners want Uganda's Constitutional court to overturn the government's decision to charge the unpopular tax and "declare it as illegal, null and void."

Many say the tax will affect their livelihood while others see it as double taxation as a 1% tax is also being applied to mobile money transactions.

"You can't pay the infamous social media tax without Mobile Money.," one wrote on Twitter.."Folks, you must load Mobile Money, face the 1% deduction then go ahead to face an even bigger deduction paying the social media tax..."

However, local media reports that the government has now blocked some of the VPN sites.

In May, Tanzanian bloggers lost an appeal that had temporarily suspended a new set of regulations granting the country’s Communication Regulatory Authority discretionary powers to censor online content.

They must store contributors’ details for 12 months and have means to identify their sources and disclose financial sponsors. Cyber cafes must install surveillance cameras, and all owners of electronic mobile devices, including phones, have to protect them with a password.

“[The regulation] is not only a self-censorship license; [content creators have] become the state’s tool to censor their contributors’ civic right to express [themselves online],” agrees Kwayu.

In Uganda, where the youth and unemployed normally buy internet in small bundles, this social media levy threatens to have the same chilling effect as Tanzania’s.
