In those schemes, the scammers typically recruit people ... to receive direct deposits from the fraudulent transactions, and then forward the bulk of the illicit funds to the perpetrators.

The investigator said in some states fraudsters need only to submit someone’s name, Social Security number and other basic information for their claims to be processed.

Wow. That's crazy. And if the mules get busted, they won't know who's behind it. Assuming that they know what they're doing, anyway.

Edit: So I just thought about this again. Who I feel for here are the mules, because they're getting fooled into taking the fall, likely in exchange for a small percentage. If the state governments actually had a clue, trivial fraud like this would be impossible.
