Huawei may soon have to forgo its own Kirin silicon in favor of chips from other manufacturers. That's because the US Department of Commerce's new licensing restrictions for international businesses using US software and technology are stifling the production of the homemade chipsets.
Huawei and its subsidiary Honor are thus considering working with MediaTek and UNISOC silicon in anticipation of homegrown chip supply issues, according to reports from CNMO and Nikkei.

MediaTek even already powers some Huawei mid-range devices, so a timely switch to more high-end chips from the company doesn't seem outlandish for either Huawei or Honor. It's still obvious that these are increasingly desperate times for Huawei, as using competitors' silicon could hamper the company's edge over other phone manufacturers like Xiaomi already relying on third-party chips.

Huawei is also a big player in fixed-line broadband.
It currently accounts for about 44% of the equipment used in providing super-fast full-fibre connections directly to homes, office and other buildings, according to UK regulator Ofcom.

While Huawei's opponents would prefer it to be gone altogether, they acknowledge this is impractical in the short term.

What just happened? Huawei has revealed they have spent over $23 billion on stockpiles of “essential components” as a countermeasure to US trade sanctions. The stockpile will last at least eighteen months, and if necessary, could be stretched a further six months. But even with enough raw supplies, Huawei may not be able to weather the storm.

According to industry sources who spoke with the Nikkei Asian Review, Huawei began stockpiling towards the end of 2018. At the time they said they were “shocked or sometimes amused” by the “ungrounded and senseless” allegations leveled against them. Now they’re publicly in panic mode, and justifiably enough as Huawei isn’t allowed to sell to American companies or buy software or hardware designed by them.

But that's not all. Huawei hasn’t been able to buy much of its stockpile direct, instead buying from retailers and other third-parties which has translated in a price increase and no support. They won’t be able to problem-solve effectively, get refunded on defective hardware, or get software or infrastructure updates.

U.S. Republican Senator Tom Cotton cautioned Britain on Wednesday that a decision to allow China’s Huawei a role in 5G networks could hurt military cooperation and be an issue in trade talks.

“It may impose some limitations on our technical ability to share certain kinds of sources or method, or for instance our professionals tell us our airmen and our most advanced aircraft might be at risk in a country whose network uses Huawei,” Cotton told the BBC.
Asked directly if Huawei could be included in discussions about a UK-U.S. trade deal, he said: “That’s possible.”

Tucker made the claim in private representations to British Prime Minster Boris Johnson's advisers, the newspaper reported here citing industry and political sources.
Britain designated Huawei a “high-risk vendor” in January, capping its 5G involvement at 35% and excluding it from the data-heavy core of the network. It is looking at the possibility of phasing Huawei out of its 5G network completely by 2023, according to officials.

Huawei has bought full-page adverts in several British newspapers in an effort to push back on fears over its role in the country’s deployment of 5G.

“For nearly 20 years, we’ve supplied the U.K.’s mobile and broadband companies with 3G and 4G,” Huawei says in the ad. “But some now question our role in helping Britain lead the way in 5G.”
The ad appeared in most of Britain’s national newspapers, including The Guardian, Daily Telegraph, Times, Mirror, Sun and Daily Mail. It has also been featured in regional newspapers.

The Chinese tech giant’s media blitz arrives as it faces fresh attacks from politicians over its involvement in Britain’s 5G rollout. The technology, which replaces 4G as the next generation of mobile internet, has been one of many issues at play in the U.S. trade war with China.

However, ministers have said it would be “impossible” to remove all of Huawei’s technology by 2023. Instead, they reportedly say they’re discussing plans to prohibit the purchase and installation of new equipment from 2023. Meng is chief financial officer of China tech giant Huawei Technologies Co Ltd, the company at the center of next generation 5G wireless technology and a long-running dispute the administration of U.S. President Donald Trump.

Meng says she is innocent. Last month, a Canadian judge allowed the case to continue, rejecting defense arguments that the U.S. charges against Meng do not constitute crimes in Canada.

The United States will amend its prohibitions on U.S. companies doing business with China’s Huawei to allow them to work together in standards setting for next-generation 5G networks, according to people familiar with the matter.

The U.S. Commerce Department and other agencies signed off on the rule change, and it is awaiting publication in the Federal Register, the people said.
The amendment comes a little more than a year after the United Stages placed Huawei on the Commerce Department’s so-called “entity list,” thereby restricting sales of U.S. goods and technology to the company. The U.S. government cited national security concerns in taking the action.

Industry officials say the rule change should not be viewed as a sign of weakening U.S. resolve against Huawei, the world’s largest telecommunications equipment maker.

Fresh US sanctions have cut off the Chinese tech company's access to vital American technology to a greater extent than ever before. Countries and mobile network operators around the world are now questioning whether Huawei will be able to deliver on its 5G promises.

Pompeo lauded countries such as the Czech Republic, Poland and Estonia for "only allowing trusted vendors in their 5G networks." But Nietsche noted that many of those countries made up their minds last year, when they signaled they wouldn't work with Huawei.
And European countries with much bigger economies, such as the United Kingdom, France and Germany, have yet to announce a total ban on Huawei.

But there is "the beginning of a sea change in Europe," Nietsche said.

China’s Huawei has clear conditions to meet for Britain to continue to allow its involvement in the development of 5G telecoms infrastructure, Britain’s health minister said on Sunday, after a report that the firm would be banned from the project.

Asked about the report, health minister Matt Hancock declined to comment on it specifically but said the initial recommendation had always been conditional.

“I wouldn’t comment on leaks of that kind. What I can say is that when we came out with an interim report on this earlier in the year, there are a number of conditions that needed to be met,” he said.

The head of the French cybersecurity agency ANSSI said there would not be a total ban on using equipment from Huawei in the rollout of the French 5G telecoms network, but that it was pushing French telcos to avoid switching to the Chinese company.

“What I can say is that there won’t be a total ban,” Guillaume Poupard told Les Echos newspaper in an interview. “(But) for operators that are not currently using Huawei, we are inciting them not to go for it.”

Poupard said the choice was made to protect French independence, and not as an act of hostility towards China.

Mitchell cited findings from the European Union and two separate UK Parliamentary Committees that said simply banning technology from companies because of their flag of origin “is completely ineffective” as it does not take into account the complex nature of global supply chains.

Mitchell also questioned how MacTel can be so sure that it doesn’t use network equipment that is manufactured in China, saying that not only do European vendors manufacture in China, but US companies like Cisco also have substantial manufacturing facilities in China and then export that equipment globally, including to Australia.

Britain’s decision to allow China’s Huawei to play a limited role in building its 5G network is not “fixed in stone” and is being reviewed following the imposition of U.S. sanctions, culture minister Oliver Dowden said on Monday.

Dowden told Sky News the sanctions, designed to restrict the ability of Huawei to source advanced microchips for 5G equipment, is likely to have a significant impact on the reliability of the supplier.

“It is not fixed in stone, we constantly review our security to ensure we have the best possible security for our telecoms network,” he said.
Dowden declined to comment on reports that officials were drawing up proposals to stop installing Huawei equipment and said any decision would be announced in parliament.

The Office of Management and Budget will not require full-scale audits of federal contractors’ networks in the implementation of a ban on Huawei and other Chinese technology, according to an interim rule issued this week.

Not requiring a full audit under Section 889 Part B of the fiscal 2019 National Defense Authorization Act means that contractors will still need to do a thorough vetting of their networks to ensure they don’t have any ties to the Chinese tech, but they won’t have to pay an outside company or spend time with an internal team scrubbing their purchases with a fine-tooth-comb — an additional burden that some contractors had feared.

Taiwan Semiconductor Manufacturing Co. on Thursday confirmed it has suspended processing new orders from key customer Huawei Technologies to comply with U.S. export regulations, but said it can still achieve more than 20% revenue growth this year thanks to strong demand for 5G smartphones, infrastructure and high-performance computing applications.

"We are complying fully with the new [U.S.] regulations. We did not take any new orders [from Huawei] since May 15," TSMC Chairman Mark Liu told an investors conference, confirming an earlier report by the Nikkei Asian Review.
Liu did not say whether TSMC plans to apply for licenses to ship to Huawei.
