The How to create a rule procedure

The same question often comes as to i can't create a rule.
The answer always lies in the log entries :

Here is an example using the enhanced ruleset and trying to update your clock from your systray application:
You will at first find an error attempting the update. The log will show an upload UDP 123 blocked.
What you need to do is then to create a rule allowing communication to ip's 207.46.130.100 (time.windows.com) and 192.43.244.18 (time.nist.gov )
