Same old story. Cost reduction and expediency always win over security concerns. Also proof in point that outsourced country is a security concern.

I´ve been following this affair here in Sweden. Yes, outsourcing was taken for financial reasons. The government approved this years ago when the ruling party today was in opposition. But only one party, Sweden Democrats, objected and put forward a motion not to outsource secret information to foreign companies, even with "security clearance". But they were overruled by the other parties - including today´s ruling parties, mostly for one reason only:

The reason is that the rest of the Swedish parties in the parlament consider Swedish democrats being "racists" and "nazis" because they want to restrict immigration, so they have an agreement between them selves that ANY motion, regardless of what, Swedish Democrats puts forward for vote the rest will reject it without further discussion. Because they dont want to "legitimize" them.

The head of "Transportstyrelsen" the agency in question, said that she thought it didnt matter that they broke the law because they had to hurry with the outsourcing. She claims that if they had not done that there would have been an interruption in the agency´s work.
She has been fired but has a severance pay with full salary for a year or two :/ She has not been prosecuted.
The government has known about this at least from January this year and claim they have done damage control since january. But the leak has existed for 2 years.
The government tries to blame the outsourcing on the previous government, event though they have participated in allowing the outsourcing.
There has been a couple people in the agency that has questioned this when the outsourcing was decided but they have been silenced.
