Spyblaster blocks "Shut Down Windows" window

After installing Spyblaster and enabling all blocking, several PCs cannot be shut down or restarted from the Start menu. Clicking Start > Shut Down, the Shut Down Windows window starts to appear but quickly vanishes, as if it were a pop-up ad being nuked! So, users have to Ctrl-Alt-Del to get shutdown options.

This wasn't happening until Spyblaster was installed and fully engaged.

Is there possibly an item that can be "disabled" to stop this blocking?
This is on Dell Optiplexes, running Windows 2000 Pro.
