There is a "closed thread" on this topic(*), however, I have discovered an easy solution.

There is no need to "edit the registry".

The Socket Spy window is simply off-screen. Move it back:

Right-click on the Socket Spy icon in the task bar, type M (Move) -- then use the arrow keys to move the hidden window back into view.

This odd behavior will re-occur every time the Socket Spy window is closed while positioned (or resized) to overhang the screen on either the left, and/or the top edges -- (but not the right or bottom edges).

PS - Try this with any "missing window", when its icon remains visible in the task bar.
