Assume I use Paragon Backup & recovery 2013 (or 2012) to create a full partition backup archive.

Can I use this backup archive (and Paragon Backup & recovery v2013 (or
v2012)) to restore it later into a
    - bigger partition
    or
    - smaller partition (enough space is available to store the content)

    ?

Or does the target restore partition MUST have exactly the same size as the original partition?

Yes, it can and will resize partitions... You can also take a full disk archive of say a normal HDD and restore it onto an SSD drive that is much smaller, it will recommend changes to partition size and ask for your input.
