Well that's the thing; what constitutes a "newer" file? If you cannot rely on the files' attributes, which in this case I cannot, all that's left is the file size. Would a smaller file ever be newer. That rarely, if at all ever happens. And, if it does, my could offers versioning. But this is a moot point because almost no one will use that switch. I highly doubt this is helpful to @garry35.
I use FreeFileSync. It's not without some issues; by that I mean there are things about it I would change if I could. However, I've used it a long time and it's reliable, once you learn how to configure it. All I need it for is to make backups to an external drive. When I update the contents of a folder I just want a simple 1-click option to mirror those changes in my backup drive. One thing I like about it is the "Mirror" option which changes the target folder to match exactly the source folder; and it automatically deletes files in the target that are no longer in the source. A portable version is available at Softpedia and PortableApps.
By the way, Karen's Replicator runs on Win 10 and Win 11. Simple to use and does all you need. Been around a long time. https://www.karenware.com/powertools/karens-replicator-backup-utility
