I fiddled around with WSA v8.0.1.193 by trying to terminate the process "WRSA.exe" and was surprised that it bought up the confirmation dialog box to shutdown it despite saying "the operation could not be completed" it has never happen before with previous version of WSA so will like to know if it is a glitch or by design.

My PC is on Windows 7 Ultimate 32bit with SP1, logged in to admin account, most of WSA settings are on stock except heuristics which was set to high.

That look like the normal pop-up you get from WSA when you try to shut it down. If you say yes do you get the CAPTCHA screen?

Do you have this box checked? If you do WRSA.exe can be terminated and shut down the reason for the second Dialog box!

Assuming the already mentioned box is checked than sounds by design and perfectly normal.... :)
UAC can be useful, IMO I would keep it ON unless you really can't.
