    It was sort of a click-bait article, the proper title would be: The hotel could not accept new guests, because they could not issue new keys, so they have payed the ransom.

    And it is not the hotel make the announcement willingly, the guests, who could not book the room, did, so they had no choice, but to spill the guts. That sounds more plausible.
