Yes, that's been the case in my experience.

 

MANY thanks to OP for calling attention to such a splendid report.

I am totally impressed by the apparent quality of the report, and of the tests themselves, and of the manner of presenting conclusions.

Omission of Avast seems odd, however.

My OPINIONS (duhhh) as to the OT about CIS- firewall is good, D+ is good, but the AV? Busted, disgusted, and NOT to be trusted.

 

It was probably because only suites were being tested.

Wow, seems like an impressive test . Very clear, thorough and in-depth. And I especially like how they give screenshots and pros/cons.

And did anyone notice that they mentioned the new ESET 4.0 beta products (page 19, near the bottom). "Version 4.0 is to repair some points of criticism listed in the test." That's nice, it shows me they did their homework and they're at least fair .
