   I'm not clear on what they mean by root access though ?
   
   Is that just running the windows Admin account ?

   2) Root is a Unix term for superuser. M$ calls root the "admin" account.
   
   3) 90% of people run Windows as admin all the time, thus making it generally easier to infect.
