If someone connects over a secure portal from an external computer in a "working from home" situation is the information downloaded to their computer? In other words, is it possible to view and deal with files without them being downloaded to the computer used by the person working externally and anyone else who has access to the computer?

I think you don't like this answer, but this answer is NO.
Except for the situation where you are remotely controlling another computer.
