Wow, ok. How does this 'sign-up' list (fill out a form) help anyone who gets put in the cross fire because someone else online gave the other person a fake address that happens to actually be theirs? Comes across as a waste to me. How about instead of responding without investigating they at least do some form of reconnaissance before knocking so they don't go in guns blazing and instead take the time to assess if the call can actually be valid. They (supposedly) have five hostages. Maybe see if there are even 5/6 heat sigs inside before bothering to knock or break down a door though I suspect even doing that may break some privacy law or another?

In addition how about holding anyone found to be making such prank swatting calls held responsible to a higher degree, maybe say an attempted assault with a deadly weapon charge or some such as this has obviously already been the result in multiple cases. They may not be pulling the trigger but they are sending the gun(s) to a specific target.
