The Russian Parliament is debating a bill that will force all electronic equipment sold in Russia -- such as smartphones, computers, and smart TVs -- to ship pre-installed with apps from Russian tech firms.
According to lawmakers, "the bill will protect the interests of Russian Internet companies and will reduce the abuse by large foreign companies, working in the field of information technology."

If the bill is approved, the Russian government will publish a list of electronic devices that will need to comply with this new law. Smartphones, tablets, computers, servers, and smart TVs are expected to be on the list. Devices that don't run a complex OS or custom software will be exempt.

Vendors who fail to comply would be eligible for fines of up to 200,000 rubles (roughly $3,100) and an eventual ban, following repeated offenses.
If approved, and the chances are that it will, the new bill will enter into effect on July 1, 2020, as an amendment to Russia's consumer rights law.

Russian President Vladimir Putin on Monday signed legislation requiring all smartphones, computers and smart TV sets sold in the country to come pre-installed with Russian software.

The law, which will come into force on July 1 next year, has been met with resistance by some electronics retailers, who say the legislation was adopted without consulting them.
The law has been presented as a way to help Russian IT firms compete with foreign companies and spare consumers from having to download software upon purchasing a new device.

The Russian government this month passed new protectionist legislation that may directly affect tech and media companies like Apple, Google, Netflix, and Samsung. Starting July 1, 2020, all computers, smartphones, tablets, and other devices sold in Russia will be required to come with pre-installed Russian software.

A spokesman for The Association of Trading Companies and Manufacturers of Electrical Household and Computer Equipment (RATEK) told The Hollywood Reporter that the new legislation should affect business in the country.

“It will hit consumers, electronics manufacturers and software developers,” they said.
It seems very unlikely that Apple agrees to something like this, as the company refuses to modify its operating systems for specific regions or phone carriers. Even companies that can modify the system would have to pay a license to use these Russian apps, which would make the product more expensive and less competitive in the market.

THR also mentioned that changes in Russian legislation should affect services such as Apple TV+ and Netflix, as the government wants to protect the local-produced multimedia content.

WTF?! Not content with banning the sale of devices that lack any Russian-made software, the government now wants the software to promote traditional Russian values and be morally sound, while also being popular and secure.

Back in November last year, Russia passed a law prohibiting the sale of devices, including smartphones and TVs, that don’t come preconfigured with Russian software.
Now, the Federal Anti-Monopoly Service has drafted guidelines outlining the type of software that could be mandatory. The resolution, seen by Reuters, states that the software should help with the “formation of the priority of traditional Russian spiritual and moral values.” It did not specify what those values were.

Critics say the bill could drive large companies out of the Russian market.
