An infamous vigilante hacker known for their hits on surveillance companies is launching a new kind of bug bounty to reward hacktivists who do public interest hacks and leaks.

The hacker, known as Phineas Fisher, published a new manifesto on Friday, offering to pay hackers up to $100,000 in what they called the ‘Hacktivist Bug Hunting Program.” The idea is to pay other hackers who carry out politically motivated hacks against companies that could lead to the disclosure of documents in the public interest. The hacker said he will pay in cryptocurrency, such as Bitcoin or Monero.

“Hacking to obtain and leak documents with public interest is one of the best ways for hackers to use their abilities to benefit society,” Phineas Fisher wrote in the manifesto. “I’m not trying to make anyone rich. I’m just trying to provide enough funds so that hackers can make a decent living doing a good job.”

Phineas Fisher is one of the most influential and well-known hacktivists since the days of Anonymous and LulzSec. In 2014, the hacker stole internal data from the British-German surveillance vendor Gamma Group, which makes the controversial spyware FinFisher. Motherboard reports that the notorious hacker known as “Phineas Fisher” has already paid a bounty of $10,000 to the hacker who managed to break into the Chilean Military systems. Reportedly, this was the first person who responded to the anti-capitalism hacktivism manifesto that was published by Phineas Fisher in November 2019, who put $100k up for grabs.

So, the person who hit the Chilean Army managed to steal 3,475 email messages, 401 images, and 1,340 documents from high-standing personnel. The dump was published on the “Distributed Denial of Secrets” platform, carrying the name “MilicoLeaks,” and exposing the Directors of Intelligence, Operations, Finance, and International Relations of the Chilean military.
The press downplayed the importance of the hack, saying that the security incident only affected accounts that were managed by an external services provider.

According to Motherboard’s sources, Phineas Fisher decided to pay the hacker on their own, after seeing the leak online. Thus, the hacker didn’t approach them to request the bounty, but of course, all of this is mere surmise and conjectured allegations that we reproduce with caution.

Motherboard / Vice: Phineas Fisher Says They Paid $10,000 Bounty to Person Who Hacked Chilean Military

“This was a much smaller hack with a much smaller impact. But this hack was an excellent choice of target, at an important moment in the social struggle,” Phineas Fisher said in an email. “And they got some interesting things in the leaked emails, so it absolutely qualifies for a bounty.”

Phineas Fisher said that they have yet to receive a submission for their Hacktivist Bug Hunting Program.

“Maybe it's the things that are hardest to quantify and measure that are actually the most important in life. So you could say that with hacktivism almost nothing has happened and it's a failure,” Phineas Fisher said. “I think it just means that me and others are focusing on other parts of life. But there's a time for everything, a time to hack will come.”
