Permissions - owner is uucp ?

I have not come across this before but a few days ago, after installing oracle java jre-7u2, I
noticed the folder permissions showing uucp as owner.
I immediatly uninstalled in favour of jre-6u30 which shows owner as root.
Can someone perhaps explain why a file or folder would have uucp permissions in the first
place ?

 

i guess it needed to rewrite files where root give more than too much Permissions.
