Palantir, the controversial analytics and data mining firm, still relies heavily on its US government contracts for revenue despite its public statements that it was branching out into more corporate clients, according to screenshots of the company’s S-1 filing acquired by TechCrunch. The financials, which the New York Times also has viewed, show Palantir has not once turned a profit since its founding in 2003.

Add to that the news it’s moving out of Silicon Valley [...] It’s now clear Palantir is dependent on the current administration in Washington to maintain its existing revenue streams.

Palantir confidentially filed for an IPO last month, but has yet to announce when it will go public. The S-1 filing shows Palantir had revenue of $742.5 million in 2019, a 25 percent increase from the same period a year earlier. But that wasn’t enough to cover expenses; the company had a net loss of $580 million, according to the Times.

We are still walking through Palantir’s leaked S-1, which as of the time of this writing, hasn’t yet been filed and published by the SEC. This morning, we discussed some of Palantir’s financials, including its revenues, margins, and net losses.

The company’s customer base — and it’s high-degree of concentration — is a recurring theme in the leaked S-1 filing that TechCrunch has been reading all day.
Palantir has precisely 125 customers as of the end of the first half of 2020.

As of the end of 2019, the average revenue per customer for Palantir was $5.6 million.
Palantir notes that over the past decade, average revenue per customer has increased 30%.

What’s perhaps more worrying though is the sheer revenue concentration of Palantir. The company’s top three customers — which aren’t disclosed — together represented 28% of the company’s revenue for 2019. Its top twenty customers represented 67% of total revenues, with each one of those customers averaging $24.8 million in revenue.

Orders demanding a company’s encryption keys are rare but not unheard of.

Palantir did not say in the S-1 if it had received a legal order to date. But the S-1 filing said that the company risks “adverse political, business, and reputational consequences” regardless of whether or not the company challenged a legal order in court.

VA needs a commercial off-the-shelf solution allowing the Veterans Health Administration to track and analyze COVID-19 hotspots. But the agency doesn’t know of any licenses besides Palantir Gotham that can securely integrate data in any format, according to a request for information (RFI) issued Tuesday.

VA announced its $5 million Palantir award in May. HHS awarded two contracts totaling $24.9 million to Palantir in April for Gotham and cloud platform implementation, which helped stand up the White House‘s coronavirus insights system HHS Protect.

When most companies go public, they file a Form S-1 with the SEC, wait a few weeks through the investor road show, then submit an amended filing with the final details of the offering before trading commences. Simple, easy, effective. No one wants to mess with the SEC, and so top securities law firms work diligently to ensure that everything is in order when that initial form is filed.

The National Institutes of Health is now home to the largest centralized collection of COVID-19 patient data in the world, awarding Palantir Technologies a non-competitive $36 million contract for a data enclave over the weekend.

Sought by NIH’s National Center for Advancing Translational Sciences (NCATS), the secure network for storing and sharing scientific data manages public and private researchers’ access to clinical, laboratory and diagnostic information from healthcare institutions.

“The contractor will continue to work closely with N3C researchers to collaboratively scope and configure additional research workflows within the UNITE N3C Platform,” reads the solicitation awarded Saturday.
NIH calls the enclave the NCATS Secure Scientific Platforms Environment, and it supports the Unified NIH Integrated Translational Environment (UNITE), which hosts the N3C data platform proof-of-concept built by Palantir in May.

The one-year, $36 million-ceiling contract currently consists of four task orders, which were placed Sunday to support a variety of NIH workflows related to COVID-19, cancer and AIDS.

This isn’t the first time Palantir has won a non-competitive contract since the start of the pandemic. Palantir is preparing for its public debut tomorrow morning on the NYSE (after 17 years), and now we are getting some data on how the company’s shares are being valued by investors.

The NYSE announced that the company, which will be traded under the ticker PLTR, will have a reference price of $7.25 per share. Palantir is pursuing a direct listing, and so a reference price is merely a guide from the market to investors, and does not represent an actual trading price.
According to Palantir’s after-hours filing with the SEC this afternoon, the company has 1.16 billion Class A shares, 484 million Class B shares and 1 million Class F shares on its cap table outstanding today, or a total of roughly 1.64 billion.

The health and social care data watchdog for England chastised the UK government for failing to publish details of information released from the Palantir-based COVID-19 data store within a year of the project's start.

In her Annual Report for 2020-2021, National Data Guardian (NDG) for health and social care Dr Nicola Byrne said NHS England and NHS Improvement, which contracted US spy-tech specialist Palantir – along with AWS, Google and Microsoft – in 2020 to build a national data store in response to the pandemic, had committed to publish a full register of releases of data from the privately run database.

However, NHS England and NHS Improvement failed to provide that information in the period covered by the NDG report. "It was disappointing that by the end of the period this report covers the register had not yet been published," Dr Byrne said.

Data and analytics platform firm Palantir is famously associated with the CIA and the much-criticised US immigration agency ICE, while its founder helped finance impeached ex-president Donald Trump. Despite the plan for the data store to span only the duration of the pandemic, in December 2020 the government signed a two-year deal with Palantir to run it, without competition or scrutiny.

Following a campaign for a judicial review, in March 2020, the government agreed not to expand Palantir’s work on the NHS data store beyond COVID-19 without notifying the public.
At the same time, it agreed to engage citizens about Palantir's role in the NHS via patient juries, apparently bowing to pressure from campaigners.

But those seeking transparency will not be assured by the time it took NHS England to publish the details of those accessing the store.

Federal prosecutors in Manhattan determined the FBI employees — three analysts and an agent — were able to view the material because it was entered in Palantir through the program’s default settings.

“When data is loaded onto the Platform, the default setting is to permit access to the data to other FBI personnel otherwise authorized to access the Platform,” prosecutors wrote in the letter.
The material was accessed at least four times from May 2020 to August 2021, according to the letter.

In a statement, a Palantir spokesperson said the error was caused by the FBI.

The mishap could suggest a wider issue with the FBI’s use of Palantir, said Albert Fox Cahn, the founder of Surveillance Technology Oversight Project, a privacy and civil rights group.

The $16 billion, 10-year program to remake the entire health IT system medical providers use with patients has earned several negative Government Accountability Office (GAO) and Inspector General reviews, some which recommended the program be paused to ensure more testing could be done on the system.

Palantir makes software and analytics tools primarily for the U.S. government and large corporations but has seen rising demand for its technology during the pandemic. In the third quarter, Palantir saw government revenue of $218 million.

Karp added that Palantir believes in “full disclosure” and companies should work wherever they can “ethically justify.”
