I've found PayPal to be fine if the provider doesn't require an actual PayPal account. If the VPN provider has a business account that uses "Web Payments Pro" (or even Standard), they can process credit cards using PayPal's interface but without the need for the end-user to have a PayPal account. I have never had trouble using prepaid Visa cards processed through PayPal with no true identifying information as long as the card is registered online using whatever info. As long as it matches up you're good to go.

I have used ivacy.com and have been generally happy with them.

I've used it just to tunnel out of my university rather than for anonymity purposes.

Speed: Varies but noticeably slower than just a naked connection.

Support: Has generally been good until recently where they had a major outage and not responded in the forums and support tickets. (They have now made an announcement regarding the issue)

I think Metropipe accepts cash. Do you think they have a decent service?

I also find them interesting. They have US servers, so I can use things like Hulu and Netflix. I find it a little odd that they advertise as a p2p friendly VPN.

I haven't used them in a long time but I did send them an email once asking if they accept cash and they sent me a reply with the instructions. Very simple. But I am not knowledgeable enough to evaluate their technology.
