Vice Chancellors of many universities are effectively CEOs of a corporation these days, and will regard undergraduate students as little exploitable revenue earners, not as customers. It's reflected of course in their pay (witness the pay of Bath University's VC at £468k). Trusting the kind nature of a VC with your privacy is not an expectation anyone should have these days, a bit like naive views that HR will actually represent your interests in any meaningful way.
