The company first acknowledged issues at 5:44PM ET via the Microsoft 365 Status Twitter account, and said it had rolled back a change thought to be the cause of the issue at 6:36PM ET. But just 13 minutes later, the company tweeted again to say that it was 'not observing an increase in successful connections after rolling back a recent change'...”

Microsoft’s Outlook service was down worldwide today, affecting Outlook on the web, Outlook.com, and Outlook on desktop and mobile. The outage started at around 2AM ET, after Microsoft has confirmed it was affecting users worldwide. Outlook users were unable to access their email, and Outlook.com was failing to load for around four hours.

“We’ve determined that a recent configuration update to components that route user requests was the cause of impact,” says Microsoft in a service message on Twitter.
This is the second major Microsoft services outage in less than a week.

A preliminary report by Microsoft states that a bug in the deployment of an Azure AD service update caused Monday's Office 365 outage.
Service update mistakenly hits the production environment
According to a preliminary post-incident report from Microsoft, a service update for Azure AD mistakenly hit the production environment and caused service availability to degrade.

After learning of the issues, Microsoft tried to perform an automated rollback of the change, but a bug in their Safe Deployment Process (SDP) corrupted metadata and required a much longer manual rollback. [...]

During this outage, Microsoft said that the Americas and Asia-Pacific regions suffered the most problems when logging into services.

With Microsoft suffering its second major Office 365 outage within a three-day period, some partners believe the tech giant is grappling with a DevOps crisis that has resulted in software code changes taking down production systems.

“It looks to me like they have a DevOps problem,” said a channel source impacted by one of the outages. “It looks like they are pushing out software updates that are causing the outages. They have so much going on right now, rolling Teams out at a breakneck pace. I think they are running into an issue where code tested out fine but there is a configuration problem when they deploy it.”
DevOps is a set of practices that, according to the Wikipedia definition, shortens the systems development life cycle and provides continuous delivery of code with high software quality.

“It’s not a small organization with a weekly release schedule. Microsoft can’t do that. They are doing updates hourly. [...] There is too much money for them at stake to be going down like this.”

A senior executive for one of Microsoft’s top partners, who did not want to be identified, said he sees both recent outages as clearly DevOps-related.
Companies that are going to be successful in the “new software-eats-the-world era” must be well-versed in DevOps, said the executive.

The executive said the outages will definitely have a ripple effect in the channel. “I bet the Google G Suite sales reps threw a party when they saw this,” he said.

Microsoft 365 is currently experiencing an outage affecting users on both coasts of the United States and preventing them from accessing multiple Office 365 services.

Starting at approximately 2:30 PM EST today, Office 365 users all over the United States began having difficulty accessing their Outlook mail and using Microsoft Teams, with active calls getting dropped.

"Users may see impact to Microsoft Teams, Outlook, SharePoint Online, OneDrive for Business, and http://Outlook.com," Microsoft explained.
"We've received reports of user impact to Microsoft 365 services and are working to investigate the cause of the issue," Microsoft said on the Microsoft 365 Service health status page, adding that "any user may see impact for this issue."
