Are you sure this is the final release? 9.51 Release Candidate 3 was just released July 1. Also, the Opera download page still offers 9.50.

That's the same build number as RC3 as seen here.

 

This is Opera final 9.51 on their FTP. The web page takes time to download.

 

The file ftp://ftp.opera.com/pub/opera/win/951/int/Opera_951_in_Setup.exe is the exact same file as the file o951s_10081m.exe from the link in post #6. This is RC3 international version. So I would assume that the link given in post #1, the English version, is also RC3. All these files were digitally signed June 30.

Yep its in their final folder on their FTP unlike the beta folders.
