Neither. It's a weekly build. Betas come later.
Each week on average, the Opera team launches a new build, fixing some non-crucial bug here, adding some new feature to test, and so on. These builds are to be downloaded free, but only by those of us who like to play and try new things. Kind of a wide alpha testing.
When bugs are reported, they're ready to be corrected, sometimes by the next weekly, sometimes on a later date.
Then they reach release candidate stage, and then only proceed to stable build after further testing.

Sorry that i don't have mentioned that those are weekly builds (i edited my post).
Those build are in my experiencie, and i use them, very stable. But i suggest to make backups as in case over every kind of usage of a weekly build or Beta soft.
