The New York City government has released an "Internet Master Plan" that calls for universal broadband throughout the five boroughs, relying on open-access fiber networks that can be used by multiple ISPs.

The plan, announced by Mayor Bill de Blasio and Chief Technology Officer John Paul Farmer yesterday, says New York City "will prioritize and optimize 'open-access' or 'neutral-host' infrastructure, which can be shared by multiple operators to lower costs, increase competition, minimize physical disruption to the city, and incentivize private-sector investments to reach and serve customers."

The New York City plan has raised excitement, though. Gigi Sohn, a consumer advocate and former Federal Communications Commission official, called NYC's plan "the most thoughtful and comprehensive blueprint by any major city to ensure that every resident and small business has affordable and open access to high-performance broadband."

NYC "is the first major city to treat Internet access with the seriousness it deserves," the Institute for Local Self-Reliance said.
Public/private partnerships
Like the LA and San Francisco plans, New York wants to rely heavily on private operators. But the city also says it will do much of the investment itself.

NYC commits $157 million to expanding broadband infrastructure

New York Mayor Bill de Blasio is accelerating the city’s “Internet Master Plan,” which aims to provide universal broadband access to residents, by investing $157 million into the program, according to an announcement Tuesday from the Mayor’s Office of the Chief Technology Officer.

The city’s Internet Master Plan was first announced by de Blasio in January as an effort to connect nearly 1.5 million residents that lacked broadband access by encouraging private investment into the city’s existing infrastructure.
Tuesday’s announcement more than doubles the city’s previous $70 million commitment to expanding internet infrastructure, like running new fiber optic cable, into the city’s most poorly connected neighborhoods.

“New York City’s digital divide is a barrier to individual opportunity, creates risks related to public health, and presents a threat to long-term economic growth,” city CTO John Paul Farmer said in a press release.

In May, Farmer asked technology companies and ISPs around the city to submit ideas to improve connectivity, whether through devices like mobile Wi-Fi hotspots or simply by offering more affordable internet service plans. The partnerships for that project will be announced at the end of the summer, Farmer said, with the resulting projects slated for next year.
