Does anybody know how Nvidia driver handles 32-bit apps in 64-bit Windows? Because if they need some parts of driver be specific to 32-bit apps, they would end up to still maintain some 32-bit legacy code in their drivers.

Don't mistake 32-bit driver with 32-bit libs available with 64-bit drivers. This has been around since 64-bit drivers were available, and it works flawlessly. This only affects you if you have a 32-bit operating system - and even then, you can still use the latest available supported 32-bit driver that comes out in 2018 for as long as you need it.
