What i am saying is that with norton new install you need to run live update multiple times to be up to date which sometimes requires multiple reboots. the solution would be to have a more intelligent updater to update all the componants in one go to only require one reboot and also release a new installer after big upgrades.

The current installer requires two live updates, but only one reboot, to bring it up to date.

Perhaps an older version or build was used .

    As for version 2010
Initial install happens via two ways:
    - from a CD
    - from the internet

In case of free trial version or OEM version (from the internet) : the build Symantec keeps for these cases is an old one which automatically updates to the very latest , thus it may need a reboot.

In case of customer downloads Norton installer from Symantec servers:
The installer is not always the very latest build - most of the time one build behind .
E.g. Latest build of Norton 2010 is 17.7 . Installer is currently 17.6

This is done because there might be something wrong with the installation of the latest one. Thus , one reboot only is needed . However , sometimes the installer for Norton '10 is the same as the latest build (on LU servers) and reboot is not required. It is the latests build on Symantec servers when it has passed QA for perfect installation.

In case customer uses the automatic installation from a CD : the installer will first connect to LU servers , download the updates to the engine = very latest build and then perform installation using the latest updates included . This way reboot is not required.

They do release a new installer but it takes some time until it is proven to be non-problematic (appr. 2 months after new version has been pushed through Live Update)
