What is the purpose of webrep? Does it only rates search results and web pages? Is webrep needed to block phishing and malicious pages? Please someone clarify:)

You don't need webrep to block malicious websites. Malicious sites are blocked by the network shield. All webrep does is give you user opinions of websites. I guess keeping a database of bad websites is hard. So webrep goes in with the help of the users. Since it's rather new. I still haven't seen webrep flagging a website on my end.

I am not a huge fan of those website rating browser extensions, in my eyes a website either does contain malware or it doesn't .

WebRep is off for me as well.

@Matthijs5nl: What if they don't contain malware, but have scams?
