    If you get infected are you in possession? There are too many situation where intent is just assumed.

    I would interpret this to mean if you live in Michigan, no more ad hoc ransomware testing on your devices. All your neighbor who doesn't like you has to do is report you to the police that he suspects you're a "cybercriminal." Note that your legal fees to prove you are not will probably bankrupt you at a minimum .............
