USA still the best. But barely.
This info is quite old at 3-5 years old.

First the definitive & original afaik NetGuard what is it at XDA. The experts are at XDA & this here isn't that. It's just a quick blurb & links.

    [APP][6.0+] NetGuard - No-root firewall

I looked at NetGuard again because after a factory reset I'm setting up a unrooted LG G4. I wanted an ad blocker & a firewall. And most require being set up as VPNs. And Androids only can have 1 VPN connection. Then ping ponging around I found NetGuard can block ads with a host file. But not the NetGuard on Google Play Store that one is crippled per Googles not listing ad blocking apps anymore. That's the mistake I made years ago, getting the borked version instead of the pure at Github or XDA. So far the hosts file is working well except a couple apps wouldn't function so I expanded the NetGuard listing & deselected "Apply rules & conditions". Then those couple apps worked again.

"...Not quite as well known, however, is the fact there's a second official version of NetGuard that comes with a hidden ad-blocking feature, which can be activated with just a little tinkering in the app's settings menu..."
