Friends new computer built by local firm.
    Vista Home Premium
Asus P5N-E SLI Socket T Motherboard
    Viewsonic VG2021M Monitor
    Intel Core 2 Duo E6550 2.33 Ghz
Cooler Master Case with 420 PSU
Asus nVida GeForce 8400GS PCI-Express Video Card

If the monitor is turned on prior to starting the computer everything
    boots and works okay.
If the computer is turned on and starts Windows before the monitor is
turned on, the monitor stays in standby (sleep) mode and the only way
to get out of standby mode is to reset the computer.

If a device is installed i.e. USB keyboard, Printer, etcetera on the
computer. On reboot, the monitor stays in standby mode and the only
way to get the monitor out of standby is to reset the computer even if
the monitor is already turned on at the switch.

Any insight to what might be causing the problem would be most
    welcome.

    Strange problem.

These may be dumb questions, but...

Do you use the usual windows drivers for the monitor ? What does Device Manager say? Any errors ? Have you tried uninstalling the device and letting Windows pick it up again upon restart to see if anything changes?
If using the windows controller, have you checked for updates to that controller?

    Jepp, hardware is evil.

    Software isn't much better either...
