It is set to Not Configured. As this just started I assume a recent build of Edge just ignores the settings. There likely is another factor, not sure what it would be yet. I don't think anything else has updated during this time. Edit: This may have actually been caused by an extension. A disable and re-enable of extensions seems to have fixed it, at least temporarily.

Do you have the Bitwarden extension installed? Disabling that extension does the trick, for now... But next reboot the problem is back
I do not. I use StickyPassword. I have AdGuard and wondered about that but I have had it since before this started so I'm not sure about anything.
Yesterday installed the KB5031455 and my OS updated from Windows 11 Pro x64, 22H2 (build 22621.2506) to Windows 11 Pro x64, 23H2 (build 22631.2506). With next boot, I noticed the above mentioned bug (Edge keep running). Also noticed in Task Manager > Startup Apps that msedge.exe was enabled!!!

You are correct, it is. I see that it can be disabled. I guess we'll see if it sticks after the change. Edit: After a reboot it is still disabled and isn't running. I hesitate to call it a fix but it seems to do the job for the moment.

I make the same workaround before. In my case re appeared when I started the browser. Open edge , close edge and check in Task manager once again.
I don't think I plan to open Edge again until there is an update. If they don't fix it I'm going to look into removing it altogether.
check the path if it contains "Microsoft\EdgeWebView" and not only "Microsoft\Edge" for me, nothing like that, but edge was closed that time. consider the GPO settings i gave here.

Subframe (aka a hidden iframe): edgeservices.bing.com, now that seems like a possible culprit. I have disabled all possible connections with bing, including the translator, suggestions and I even block it in DNS.
I'm on the Release Preview ring so I don't think it started there for me, I've had 23H2 for a while. This was more recent. Probably an Edge update. Wouldn't be so bad if it didn't use 400 MB of RAM.
your first image shows up that msedge is started by explorer. this is win11 and nothing like that. explorer could be desktop in most cases, so the hint for search bar is possible - i dont use this ***** crap, nor the introduced ai feature* which name i forgot. disabled by GPO. * was copilot, complete waste of time. AI is so much overrated. maybe you really should investigate into edge, intodeep, not only scratching, and into windows "features". shutup may help you out. and o&o app-remover.
