looking for software that....

1. a download client that periodically checks for a file, and if filesize is changed, downloads [mainly for my hosts files... I use 10 ]
Can it have zip previewing too, like FDM

2. a sort of diary/journal that just sits on my desktop always on top... that has config options so that 3 entries can be added to every record ... Project Name, project Version, description/changes - A programmer's journal, if you may.

3. a newsreader that works without being too intrusive, and the feeds that ou use [there was some data corruption here... thank you faulty UPS.. don't worry... only old documents]
