Several members of the Anfield club’s scouting team are alleged to have accessed their Premier League rivals’ database between June 2012 and February 2013.

According to the Times, the £1m payment to City was made without Liverpool or its employees accepting either any liability or wrongdoing in the incident.
Ian Ayre, the club’s former CEO, is said to have been involved in the handling of the complaint but was not thought to have any knowledge of the hacking.

It is believed that access to the Scout7 system used by City was obtained by using the login and password details of the club’s own scouting staff.

It emerged on Saturday that the club had made a significant payment to their top-flight rivals in September 2013 on the back of accusations they had wrongly accessed City’s scouting database.

Now, the Times report that the Premier League are being urged to investigate the situation by two clubs “given that it would appear to have contravened its rules.”

“It is an important issue if confidential player data was being accessed.
“There could even be grounds for this being investigated by the Information Commissioner’s Office.”

Manchester City have been asked for information on the alleged hacking controversy with Liverpool by the Football Association.

The football governing body are hoping City provide evidence for them to examine and decide if there is a case to pursue against the Reds.
The FA's involvement could be significant, in their own misconduct rules it states: "A participant should at all times act in the best interests of the game and shall not act in any manner which is improper or brings the game into disrepute."

City alleged their login had been used on the Scout7 system on a number of occasions by several Liverpool employees.
The article alleges City made a complaint in July 2013 that the system had been unlawfully accessed using the login details of a City scout over an eight-month period.

The English FA has closed its investigation into the hacking of Manchester City’s scouting database by Liverpool.

In a statement the FA said it had “carefully considered the evidence it received in this matter, including information provided by both clubs involved, and has decided not to progress the investigation.

“This is due to a number of factors including the age of the alleged concerns and the settlement agreed by the two clubs involved.”
They gained entry to the online system using the log-in and password of a Man City scout between June 2012 and February 2013. That log-in enabled Liverpool to monitor which players Man City were tracking. Scout7 holds performance data and video on more than half a million players worldwide.

The initial report, in the Sunday Times, named two former Man City scouts – Dave Fallows is Liverpool’s head of recruitment, and Julian Ward was loan pathways manager – as accessing the Man City database on the Scout7 system.
Fallow and Ward were both named in the £1 million settlement. The settlement was made without Liverpool accepting any liability.

The revenue from missing two Champions League campaigns could cost the Manchester club around £300 million in total. The Premier League and the English FA are also investigating City on the back of the UEFA investigation, so could follow suit with their own FFP sanctions, with media speculating such investigations could result in City's relegation to England's bottom tier of professional football
