On Windows XP (32-bit), I have Sandboxie 5.06. I keep getting the message "Sandboxie is registered but the license should be reactivated now". When I try to activate, I get a message that it failed & something about the servers failed to respond. I googled for answers, but the last one I saw was in 2017. How can I "activate" the license I paid for? Thank you in advance.

To work without the need of activation you need to have the latest versions since the old ones were still under the activation of their servers. Make sure you have the latest official one installed.
https://sandboxie-website-archive.github.io/www.sandboxie.com/DownloadSandboxie.html activation is used until open source (if available). so you wont have luck with legal actions.
you could use this build: https://github.com/sandboxie-plus/Sandboxie/releases/download/v5.40/SandboxieInstall32_xp.exe its a xp compatible version of the opensoruce release
