Not sure if you are familiar with AtGuard, early versions of NIS/NPF and NIS Rules by Albert Janssen. Some time ago, jvmorris and I tossed around some ideas for a rules editor that also combined features of NIS Rules. (strictly a visual representation, no code or anything)
