Is it possible to disable SUA shutdown/reboot when Admin logged in ?

    Win 7 x64.

    I know it's possible to disable shutdown/reboot for certain user groups through group policy, but I can't seem to find a way which allows Standard users to shutdown/reboot if no-one else is logged on, but doesn't allow it if other users are logged on (in particular Admin users). Anyone know how to do this ?
