Does anybody have any evidence to support or refute this claim? All I found so far is that according to the same Chet Wisniewski at http://www.networkworld.com/news/2010/012810-malware-aims-to-evade-windows.html, ASLR and DEP cover more programs in Windows 7 than Vista.

I don't know about massively improved, but I do know M$ has admitted to some shortcomings with ASLR on Vista 32 bit. I would imagine 7 covers more libraries and programs.

At any rate, to get the full benefits of DEP and ASLR, one really needs to be using a 64 bit OS.
