Maybe the entire grid needs a whole new set up. ISP's and other telecommunication networks do those hard reboots to refresh circuits for customers when interruptions won't clear locally. If no joy, out go the crews to hands on replace components, wire etc. Funny thing about digital. It boils down to old fashion trusty invention/discovery of electricity. And electricity can and does go haywire
