internet problems

im having some issues with my internet connection. first off, p2p programs run very poorly and usually fail to connect although other web activities (gaming, im, web surfing) are unaffected, outpost has the correct rules for emule, and i used teh eventid 4226 patch. secondly i just noticed that some sites (namely yahoo and cnet) appear broken. i tried disabling proxomitron and adblock but no effect, however in proxo' logs in find a bunch of 9xx Socket Error 10061 for connect{} **. for my p2p problems, i've tried disabling IMON, repairing network settings (from within IMON), updating network drivers, and even running winsock xp fix. all to no avail. ne ideas?

edit: yahoo and cnet problems were caused by the hosts file, shouldve known as i tried using teh bluetack hosts.
