Will it matter which one is installed before the other?

Shouldn't make a bit of difference. I tend to always install FDISR first, but now it's rare that I install both. Reason I do FDISR first. Dopey, but F comes before P

I install Windows first, then FDISR and then PerfectDisk in my off-line snapshot along with all other softwares that belong in my off-line snapshot.
After that I install the softwares on my on-line snapshot, except PerfectDisk and other softwares.
I don't think it really matters.

You can install and use PerfectDisk in any snapshot.
Personally I have PerfectDisk in my off-line snapshot only, which is a quiet environment to run PerfectDisk.

I asked Erik because at the moment I just use windows defrager and I think that I can only use it in primary, or am I mistaken about this?

That is a very little mistake.
You can use any defragger in any snapshot and MS Disk Defragger is in all your snapshots.
In your case it is logical to do it in your primary snapshot, because that is your WORK snapshot and possible log files are also stored in the primary, but you can do it in your secondary snapshot also.

Keep in mind that ALL snapshots are INDEPENDENT versions of your system partition. The primary snapshot has no technical meaning, you and only you decide what the purpose is of each snapshot.

If you use ANY defragger inside of ANY Snapshot, ALL Snapshots get defragged by that defragger.
